1. Acceptance
By accessing or using the Shaanxi Zhongkuaiyun Logistics Co., Ltd. website (www.zhongkuaiyun.com) and its online ordering, waybill query and account-center features, you confirm that you have read and accept these terms. If you do not agree, please stop using the site.
2. Account Registration
- Accounts are created via phone + SMS code; password is optional
- You shall ensure your registration info is true and valid, and bear responsibility for all actions on your account
- Impersonation or sale/transfer of accounts is prohibited
- Keep your password and SMS codes safe; losses from disclosure are at your own risk
3. Ordering & Carriage
- Prohibited items: contraband, dangerous goods (without permit), perishables, fresh products (without specified cold chain), valuables (without declared value), etc.
- Real-name transport: the shipper shall provide valid ID information
- Packaging: the shipper is responsible for compliant packaging; losses from substandard packaging are at the shipper's risk
- Cargo verification: China Express Logistics (CEL) reserves the right to verify cargo name against the actual goods
- ETA: as published on the site or confirmed in writing by an account manager; force majeure (natural disasters, regulations) extends the timeline
- Delay liability: published transit times are estimates. We do not compensate business losses caused by delays arising from force majeure, traffic control, severe weather or transfer congestion (see the E-Waybill Agreement, Article 3).
- Redirection / interception / return: where the address is wrong, the phone unreachable, or the consignee refuses or is absent, goods are held free of charge for 3–7 days; a redirect or return may be requested during that window, with the additional freight and handling fees borne by the shipper. The same applies to interception, redirection or return requested after dispatch (see the E-Waybill Agreement, Article 4).
4. Charges & Settlement
- Rates follow the website's "Online Quote" /pricing or your account manager's quotation
- Payment: prepaid / collect / monthly / third-party settlement; monthly billing requires a separate agreement
- COD: 4% handling fee on the collected amount, settled within 7 business days of delivery
5. Declared Value & Compensation
- Undeclared cargo: compensated at 7× freight, capped at ¥800
- Declared cargo: for loss/damage due to our liability, advance compensation at declared value, then insurance claim
- Compensation timeline: simple cases within 3 business days; cases needing review within 15 business days
6. Prohibited Conduct
- Using this platform for illegal activities (smuggling, drug trafficking, money laundering, etc.) is prohibited
- Unauthorized scraping, scanning, stress testing or vulnerability exploitation is prohibited
- Forging or tampering with waybill numbers is prohibited
7. Disclaimer
China Express Logistics (CEL) bears no liability for: force majeure (earthquakes, floods, typhoons and other natural disasters; government requisition, customs quarantine, war, etc.), losses caused by false declarations by the shipper, delivery delays or refusal due to consignee reasons, and claims exceeding declared value.
8. Intellectual Property
All page design, copy, images and China Express Logistics (CEL) brand marks on this website belong to Shaanxi Zhongkuaiyun Logistics Co., Ltd.; commercial use requires written permission.
9. Governing Law & Disputes
These terms are governed by the laws of the People's Republic of China. Disputes shall first be resolved through negotiation; failing that, submitted to the People's Court of Xi'an International Port Area.
10. Changes to Terms
These terms may be updated as business evolves; material changes will be announced on the homepage for 7 days. Continued use of the site constitutes acceptance of the updated terms.
Cargo Damage Compensation Standards
This section sets out the principles for handling claims when goods are damaged, short-shipped or lost during carriage or warehousing. The compensation basis, ratios and time limits stated in this section are our binding public commitment; where the formal carriage/warehousing agreement you sign with us provides more favourable terms, those terms prevail.
- Scope: where goods are damaged, short-shipped or lost due to our liability in carriage or warehousing, you may file a claim under this section and the relevant agreement.
- Declared value first: whether declared value was purchased, and the declared amount, is the primary basis for determining the compensation cap and method. Declared cargo is compensated at the actual loss, capped at the declared value; the actual loss must be evidenced (purchase contract, invoice or purchase record). Undeclared cargo is compensated at 7× the freight charge, capped at RMB 800.
- Filing deadlines (see the E-Waybill Agreement, Article 7): damage, shortage or leakage must be filed within 7 calendar days of receipt; cold-chain fresh goods must be reported within 24 hours; loss or in-transit disappearance must be filed within 30 days of pickup. Late filings are not accepted — please inspect on delivery and keep evidence.
- Evidence: a claim typically requires you to provide the waybill number, proof of cargo value, loss photos/video, and abnormal-receipt records so the loss can be assessed.
- Assessment & payout: we will assess the compensation amount and method based on the declared-value terms, the actual loss and the agreement, and complete handling or provide an update within the business days specified in the agreement.
- Exclusions: losses caused by force majeure, false declaration, non-compliant packaging, the nature of the goods themselves, or third-party causes are handled per the relevant agreement and law, and may fall outside our compensation scope.
Note: the compensation basis set out in this section is our binding public commitment. Declared-value rates and compensation caps follow the declared value actually purchased and these terms; where the formal agreement you sign with us provides more favourable terms, those terms prevail.
